BOARD OF SELECTMEN
Meeting Minutes

Regular Meeting                                                                         October 17, 2011
Town Office Building- Lower Level Conference Room                               6:30 P.M.

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Millix, Lynn Nicholls and residents.   First Selectman Mailhos noted that Selectman Blessington was away on vacation.  She then led the Pledge of Allegiance.

Approval of Minutes:

Selectman Millix moved to approve the minutes of September 22, 2011 as written.
First Selectman Mailhos seconded the motion.
Vote:  2 Yes (Mailhos & Millix)    0 No.

Selectman Millix moved to approve the minutes of October 3, 2011 as written.
First Selectman Mailhos seconded the motion.
Vote:  2Yes (Mailhos & Millix)    0 No.

Correspondence:

A list of correspondence was available at the meeting and in the Selectman’s office.

First Selectman Status Report

First Selectman Mailhos went over the updated report:

*TOB Lower level flooding – we have awarded the repair job to Ed Standish, as he was the lowest bidder for the project.  His recommendation was to replace the floor with ceramic tiles in the conference room as well as the ladies room and his quote was quite reasonable.   He will also replace the sheetrock in the lower level.  After talking to Mr. Standish, it was discussed that it might be a good idea to replace the floor in the hallway to keep the floors all on the same level.   Mr. Standish is working up a quote to replace the hallway flooring.  If it is economical, it will be added as a change order to the work to be done.  Lastly, the lower level did not attain any water from the heavy rains on Friday; it appears the gutter work is working.  

*Water Connection to Town Office Building – we received a quote to have this building connected to the water main.   First Selectman Mailhos will be checking with the Grant Administrator to make sure it is within budget and everything is in order before we proceed.  It was noted that the contractor can start as early as this week if we can get everything in order in a timely fashion.

*Knowlton Property – Planning and Zoning is in the process of the 8-24 review and should be discussed at their next regular meeting.  

*Turnpike Road Extension –   Lynn said it has been paved and is now waiting to get quotes back for the guardrails.   She added that the new culvert was working great with the heavy rains last Friday.
  
*Performance Contracting – CCM is waiting for us to give them information so they can perform the first part of the audit process.  

*Personnel Policy Review – a special meeting will be held once a date is determined.    

Public Works:

Lynn reported that the crew has been working on Turnpike Road Extension.  The  Potter School Road culvert has had water problems of late.  Lynn met with the Town Engineer out there today; but found that the water table is still too high because of the unusually high flow.  

Last week, Lynn had a meeting with FEMA.  She gave them the documentation regarding damage from Storm Irene.  She then escorted them around Town to assess the damage.   They informed her that they will be around for the next two weeks in case we have any questions.  Lynn noted that the Environmentalist from FEMA looked at the brush drop off locations at the Transfer Station and saw no problems.  Lastly, the crew should be able to finish sweeping the chip seal route this week and are preparing the vehicles for the winter season.

Old Business

A.  Burma Road repair discussion

First Selectman Mailhos is going to request to be added to the Board of Finance agenda for Thursday to discuss Burma Road.  She plans to request a total of $50,000 for the repairs, which should cover the low bid of  $36,699, pipes for $9,212, and Engineering fees which have not been submitted yet.    Once approved from Board of Finance, we will need to call a Town Meeting.   First Selectman Mailhos added that she has requested for the Town Engineer to have the least expensive plan in place and this is it.

Selectman Millix moved to approach the Board of Finance for $50,000 for proper repair of Burma Road.
First Selectman Mailhos seconded the motion.
Vote:  2 Yes (Mailhos & Millix) 0 No.

First Selectman Mailhos said she will draft a memo to the Board of Finance and will include back up documentation – the draft of the plan from the Town Engineer, the letter from the Conservation Commission and the notice of violation order that came from the Inland Wetlands Watercourse Commission.    

        B.  Town Office Building update – water connection and floor repairs

– was discussed under the First Selectman Status report.


9.  New Business

  • Tax Refund
First Selectman Mailhos moved to refund $101.02 to CAB East, LLC; P.O. Box 67000; Department 231601; Detroit, MI for a credit for a sold vehicle.  
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos, Millix & Blessington) 0 No.

  • Donate Life Flags Across America Campaign- Workplace partner for life
We received a letter from the Donate Life Connecticut, asking to become a Workplace Partner for Life, which promotes organ and tissue donations.  It is free to join and there are lists of things we can do to involve our employees as well as the public.   First Selectman Mailhos thought it would be a good idea to promote their efforts to educate the community.  

First Selectman Mailhos made a motion for the Town of Willington to become a Donate Life Workplace Partner for Life.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix)  0 No.

Good & Welfare:

First Selectman Mailhos mentioned Willington Car Show, which was held on Saturday, October 8th.  She heard they had good weather.  Lynn Nicholls said they also had a great turnout.

Selectman Millix moved to adjourn the meeting at 6:55 P.M.
First Selectman Mailhos seconded the motion.
